The Parliament Adopts Southern Sudan referendum Act and SPLM Remains Away
The National Legislature passed in its today’s sitting, chaired by Mr. Ahmed Ibrahim Altahir, Speaker of the National Legislature, Report of the Ad hoc Committee on Southern Sudan Referendum Act 2009. Third Reading Stage. Presented by Badriya Suliman. Chairperson of the Committee.


The amendments made were on perfection and drafting of the Bill. The MPes focused in their deliberations on the importance of the Act, Moreover they affirmed that they are for Sudan unity and their consideration to the right of people to participate in self. Determination.

There was severe dispute over the amendment of Article (27)3, as this Act contradicts Article (42) of the INC on freedom of movement. According to Article (27)3 Southern voter eligible for referendum registration had to go to the South to vote, which is not easy to afford (going to register in the South in order to be able to vote later) however it is permitted by the law, to register and vote at the South or else where in other places at Northern States or abroad, if the person is eligible for voting.

The Act was passed in its Third Reading Stage after the walk out of the SPLM from the sitting whereas the National Legislature resumed the Sitting and passed the Act in its Fourth Reading Stage without the presence of the SPLM
